Your car has an M104 engine right?
To get good help, you really need to post all the test results you were given in the report. (Was the test a load test on a dyno?- What are the limits in your state?- What state are you in?...)
And yes, an O2 sensor, new plugs, a couple of bottles of fuel injector cleaner, and an oil change would probably be in order.
Search "emissions" to find lots of good related info and advice. Also look for contributions by member "Duke2.6" who has put a lot of good info out there.
