BTW, not for ranting but the car you are trying is a 300D not a 300TD (wagon)
if you give the year of the car we don't need to know if it is turbo or not, because from 82 there are all turbo!
Now on your 0-60 times: 20 seconds is a bit slow but that maybe normal for a car that has been sitting. drive it on the highway for 30 minutes full blast (italian tune-up), adjust valves (german tune-up, instruction in many places in this forum), diesel purge. and you should gain... hell at least 2 seconds on you drag timing.
