You can replace the turbo drain back tube without removing the turbo. The tube just slides down into the oilpan and then out. If the permatex your talking about is a really dark brown thick liquid from a can I would not use it. When that stuff is used nothing ever leaks again but it's really difficult to remove if you need to down the road. RTV silicone is your best bet in my opinion.
