You sound like you have fuel starvation. The reading from the 02, what is it? You said .2? You mean 20 mV? If that's the case, you are way lean. If you want to adjust the mixture the half ass way, hook an in-line amp gauge to the EHA and set it to mA. Terminal 1 I think. Sea level should be around 6-9, and about 60 on a decell coming down from a snap throttle. If the mixture is set right, I would look at the air plate position sensor. You can do a couple of ohm tests. Personally I think ohm testing on 80% is misleading.
If all that is well, you are going to have to put gauges on the fuel system, make sure you do it right, their is different reading for the upper and lower side of the fuel distributor. And don't forget the volume test. You may have pressured, but not enough volume
