Yep.
Acquiring knowledge (or "smarts", as my uncle loves to call it) is only half the battle. The ability to APPLY it in a practical manner seems to be an increasingly rare thing.
I seem to make this argument here on a pretty regular basis, but I'll mix things up a bit by putting an actual ratio on it this time:
I firmly believe that 30% "smarts" and 70% common sense will allow a person to accomplish a LOT more than someone with 70% "smarts" and 30% common sense.
Knowledge is useless if you don't know how to use it.
