If you grab the cover (as is) and try to rotate it, it will spin inside the housing. But it won't come out because there is a retaining ring in there. Clean the crevice around the OD of the cover and you should be able to see the ring. Use a small flat head screw driver to force the ring out out of its groove. Once, you get the ring out, you can tap or pull it out with little force. After that, you should see the end of the wastegate valve and the adjusting and locking nuts. Getting the ring back in is a pain, so make sure you are up to the task. The other alternative would be to get a manual boost controller.
