Tach: Yes, you just connect 2 wires but but make sure the ground wire is right by using multi tester.

Carburetor: It seems the choke flap is works well (close when cold and will open when the engine is warm). Have you replace the spark plugs ?. Also cek your battery and the starter motor since when cold the engine need instant torque.
