Sounds like blower regulator or Klima or Aux fan or all?. Is the A/C compressor kicking on?

For the Aux fan(s)
Try unplugging the fan and applying 12v to it directly. If it works, start working you way back. I found the temp switch tabs were a little corroded. Electronics cleaner, emory cloth and di-electric grease works wonders.

BTW, I first tried using a test light and small guage jumper wires from the battery to test the fan directly and it didn't work. Took the car to indy he checked the ice cube relays(under cover behind fuse panel) and shorted the wires off the switch(in line to a/c condenser), fan didn't work, relays checked out OK. He concluded the fans were shot. Got new fans from a junkie, tested them with a 12v battery charger. Just for grins, Before I got into to dropping the bumper, I tested the fans on the car with the battery charger...They worked
Lesson here... test the fans directly with heavy wire jumpers or with a battery charger.
PS I told my indy and he didn't believe me, Lesson here... getting a new indy
