Cat, I don't consider failure to wear seatbelts a crime. It may be the law and not wearing them is, therefore, breaking the law. Still, it's not like robbing the Seven Eleven.

Also, as someone else has pointed out, crime really does pay pretty well. The better one is at it, the better it pays. Career criminals, mobsters, etc. often look at prison as "the cost of doing business" sometimes. If you make enough and manage it well enough, maybe the time is not so bad.
