I think that there should be a law which allows one to exempt oneself from things like wearing helments (on motorcycles), seat belts, etc. by signing a waiver. Once a person has done this, it would be like signing a Do Not Resuscitate order in the hospital. The EMT checks your license, sees the waiver, and then moves on to the next guy.
I'm not one of the people who believes it's our government's responsibility to protect me from myself. I find such a situation to be intrusive, demeaning, and obnoxious.

I don't think it is a big deal at all. I'm just saying that the action is illegal. Never sat right with me as far as comparing that this isn'at as bad as that or that or that. Just say it is illegal and if you are willing to pay the price and can live with it, go ahead.
Why have the EMT move on if you can pay? The only issue should be if you cannot pay.
Well, when you ask for the government to do this that or the other for you, it will come to bite you back in the ass sooner or later. However, when you make the government pay when you cannot, they have the right to step in and mind your business.
I feel that way. It's just that I am looking on the other side of the coin. The side where you have summoned the devil to do your bidding and now it want's it's payment.
