When I first got my car, my steering damper was just barely holding together, totally worthless. I never had that "wheel falling off" feeling. Changing the damper and calling it good would just be masking the problem.
Must check the lug bolts, and the bolts holding the hub to the rotor. The wheel and the hub both bolt to the rotor. If you remove the front wheel, you will see the ends of the hub bolts flush with the front of the rotor center "hat" part. If the car is wobbling because of a loose or missing bolt, you should be able to see it. In other words, you shouldn't need to pull the bearings to see if the rotor is secure.
After that, look at all the rubber boots and bushings. Push and pull on stuff. Don't break it, but make sure it will hold up to driving conditions.
