That aluminum piece with the vacuum lines is for controlling the transmission modulator. Nothing to do with the cruise control.
Your cruise control is entirely electronic, as is the throttle control itself. The cable going under the intake does not go to the injection pump, but past it to the transmission. The smaller device where the pedal cable terminates is the position sensor. The computer reads that and adjusts the injection pump accordingly.
I'd have to look at my '96 to see where the lines go on mine. There are several lines open to the air on this car anyway.
