I don't know how much simpler I can make it for you. No matter what we spend or don't spend on anything else Bush will NEVER allocate a penny to Stem Cell Research. We could be flat broke or stuffed to the gills with money. As long as he is Prez, he will veto it because of whatever belief he has.
