Problem identified and repaired.
I would like to express my thanks to all who assisted me in this adventure.
From the information that 230/8 provided me about the location of the relays, I was able to pull the relay, and looking at the diagram on top of the relay, able to test and verify that it was operating correctly.
Once that was eliminated as a problem, using the wiring diagram that GaryF provided me, I was able to trace the wires from the relay box to the fuel pump. While tracing the wires under the dash leading to the kick plate on the door jam, the meter started giving sporatic readings. Pulled the plate and found that one of the wires had a break. Repaired the break and the system has come alive.
