From what I recall...
1. the block has 4 pins going from left to right "1234" 1 and 2 are wired together and 3 and 4 are wired together. The 25 pair wires go from top to bottom but may not be connected to either side, it depends on how it's wired.
2. The wires in the basement are "the point of entry" which is the farthest the phone company will bring the lines to. Those junction blocks will take it to the suites or wherever in the building where another set of blocks will need to be used to plug into the phone switch and then back again to the phone lines which goto the jacks and handsets. 66 is a hooked crimp thing and 110 is a V shaped punch.
3. Wiring in the wall, you'll need a audible tracer. It's an induction sender/receiver thing that beeps when you get close to the plug. It's rather handy tracing random electrical wiring that's not hot.
