There's quite a bit of discussion in the archives about this engine and this vehicle.

If you have the boost (10-12 psi) at high rpm and heavy load at the ALDA, then the turbo and the lines are doing what's required.

The reason it's slow off idle and below 2000 rpm is that it needs an adjustment to the ALDA to provide more fuel down in this range. Almost all SDL's suffer from this malady. My '87 is a good example of this.
