On waste spark systems , the plugs are in a series circuit , so one can fire to ground without the other firing.
But you may well have a bad injector or ECU trigger.
I would still try the recommend of coil swap.
You were right! I swaped coils 1/6 with 2/5 and the miss followed so I measured the resistance on the bad coil and it has a short between the primary side and the secondary. I will order a coil tomorrow. Thanks for the help I guess I needed to do my homework and use my head a litle more. Working on locomotives is bad for the brain.
