Assuming you simply removed the old tumbler by unscrewing the collar.
Then I can only imagine the new tumbler not going all the way in and seating
into the part that needs to turn.

Did the collar screw back down all the way ?

You must have looked a that already, but that part is so simple.
Seems really odd.
