No, the vacuum system won't affect the brakes.
I believe something is heating up the fluid and it then expands and pressure builds up which is locking the brake. Cracking the bleeder relieves the pressure. Do the brakes feel spongy at all? If you look at the calipers the bleeder hole must be towards the top of the caliper, make sure this is correct, if it's wrong it means the calipers were put on backwards. Did they do all this work just to fix this specific problem?
