No, there are a group of island people with a genetic defect and little opportunity to breed with outsiders. The result is what I described. Children born with female genitalia which turn into male genitalia when the hormones of puberty kick in. Saw a documentary about it years ago. The group was isolated long enough that it was just a normal part of their culture to expect it to happen to a fair number of their children. They are hermaphrodites who only become apparent upon puberty.
