Hmm... I'll have to grab a camera for this, but the band I assumed you were referring to is a metal bracket that runs from the dash frame down, below the wheel lock and back up. On each end, it's bolted between two segments of frame. I'm guessing the one you're referring to is part 15 in
this link?

Here's a picture of the piece I was referring to being in the way - look just to the left of the key cylinder.
