The goldish bracket, I think as you mention there is a welded bolt or two, but there is still just a nut on the other side of the bolt which unscrews so the bracket will come off OK.

Re the AC, once the lock nub was ground down, I just pulled the column as far to the left as I could and the steering lock cleared the AC components to slide out.

The goldish bracket has welded bolts on all three points of attachment, and the nut is on the outside of the section of dash that bolt around the bracket, so the order is welded bolt -> left dash frame segment -> bracket -> right dash frame segment -> nut. Removing only the nut still leaves the welded nut securing the bracket between the dash pieces and totally unremovable.
