The notion that inflicting 10 times as much damage on your enemy that he inflicts on you sounds good in theory but I'm not so sure it's effective in the long term. I think more measured responses would have less blowback.

Let's try this experiment, then:
I'll move into the house next door to yours.
Every couple of days or so, I'll toss a hand grenade or an improvised explosive into your yard, or through one of your windows, or under your car in the driveway. Maybe I'll kidnap your dog or repeatedly insult and threaten your family or something while I'm at it....
This will go on for..... how 'bout 20 or 30 years?.....
Let's see how long YOU are able to maintain a "measured response" to the situation.
I personally think Israel has UNDER-reacted. If it were my decision, I probably would have carpet-bombed the entire region by now. Twice.
