Resurrecting an old thread here...
I just adjusted (at the wheels) on my '87. Seemed simple enough - look through one of the lug bolt holes at the 11 o'clock position, spin the adjuster until the shoes start to drag, then back off just enough to let the wheel turn without resistance. When I was done, however, I can still move 10 clicks with the foot pedal and get no significant resistance (I can put the transmission in gear and it will idle away with the brake at the full 10 clicks). Should my next step be a full inspection of the cable system, or is there somewhere simpler to check first? It does make some difference at the wheels, I could feel it bind a bit when setting the brake and turning the wheel by hand with it off the ground, but that's about it.
