The manual idle is to allow a higher idle when started in very cold climates. Once engines warms, you turn it back down. In the winter here (45 to 50 degrees) I turn mine up prior to starting engine then 4 or 5 blocks down the street I turn it fully down. 10 months out of the year I never touch it.
