I should mention that the timing chain is new, the ignition timing is spot on, and my CO level is set to as per the cam cover sticker.

By propane, do you mean LPG? I know that when running on LPG, cars use more volume of it than opposed to gasoline... but your number sounds awfully low. Is it adjusted well?
