The part number that you quote is the blower speed control, not the idle controller. It should be mounted to the left of the blower module and at right angles to it (black plastic box about 1 1/2 x 4 x 4 "). Will have a part number such as 002 545 33 32 or 002 545 01 32.

If you have a small soldering iron and know how to use it (or have a friend that does) these can be easily repaired. The capacitors mounted on the circuit board develop bad connections around the pins. The board is coated with a conformal coating (lacquer) that should be removed first (solder side only). Coat the board with a gel type paint remover using a China bristle brush, leaving on only until the coating krinkles. Wash off with a jet of water and follow immediately with a drying with compressed air.
Use an electronic grade solder to resolder all of the rectangular shaped capacitors.
