I checked the relay system and all voltages seemed fine. I cheked each connection as well and none of the readings were close to the infinte mark. I even opened the relay box and cleaned one of the small connections because it had corrosion on it but that yielded no results either. I was wondering if anyone had a schematic or explanation of the inside of the relay box itself. Thanks guys.
