ECO-Fuel Systems: Is it snake oil?

I saw a story on our local NBC station (they have also run several stories on GreaseCar systems) about a contraption called 'ECO-Fuel' that is supposed to extend your fuel mileage and produce a more complete combustion. Their site says it works for gas and diesel powered engines. A fleet of vehicles here in Las Vegas says they have been using them and have saved lots of money on fuel.
