With out testing it to be sure I would be inclined think its snake oil.

They say it uses a catalyst to break up the hydrocarbon chains. This increases the vapor pressure of the fuel. Which in turn causes the fuel to vaporize easily.

Basically they are claiming they are doing a form of "cracking" which is what refineries use to covert heavy oil into gasoline. To do it at low temperatures and in such a small device it is doubtful it works. Besides the longer chains have a higher BTU content.
