Broken wires will make a circuit go "open" which means no current flow. Open circuits will not cause a fuse to blow. I suspect that there was a short involved somewhere. The most likely cause is a spot where the insulation was worn and allowed it to touch the car body. That is a short circuit and will cause a fuse to blow without question.
