"most" means more than 50 percent. I assume that you have statistics to back up that claim.
Speaking for myself, I have no idea how many of the people captured are "guilty of numerous violent crimes." And I not sure who "THEY" are that are capturing mostly innocent people. Apparently you have access to some database unknown to me.
