When alcohol was illegal, it was still sold. Who made the money then, and what was it used for?

There's that pesky question again. Do drugs feed crime because they're bad, or because they're illegal? These days, when you buy a beer, it doesn't buy bullets for a thug. There was a dark decade in our history when it did. There's been a dark six decades where marijuana money buys bullets for thugs.
Don't blame the plant. Blame the politicians.
