79 TD, brake pressure causes shake in wheel and a slight pull

Now this feels more like suspention issues than rotor warpage, although I am sure there is some warpage as well. when the brakes are pressed at higher speed, there is a solid pulsing of the steering wheel and the car kinda shimmies. could worn a-arm bushings cause this? I would think so, the one side would pull the steering to that side, then as the rotor pulsed, the car would shimmie. sound plausable?
