Just to review...
You've checked the big flat fuse (either on fender well, or next to fuse box)
You've pulled the plug on top, and that didn't force the fans to come on.
You've checked the resistor behind the drivers headlight to make sure the wiring is intact.
Can you unplug a fan, and give it current directly? (perhaps via a battery charger?)
