Well I had plenty of time to use my money. It was about 3 weeks between auction end and final judgment/account overthrow.

When I try to login to PayPal I get the message:
"We regret to inform you that this account has been locked. Please contact our Account Review Department at [email protected].

Message 3018"

PayPal is only good for auctions that require PayPal or are "immediate payment required" BIN items.
