Park/Neutral , 4K limiter for torque converter protection.
Over-ridden by speed sensor once car is moving in excess of 3 MPH.
The limiter works by interrupting FI and retarding timing.

There is also a power- train limit of 3500 for 1 sec. when
engaging the trans at speeds below 18mph.
Lastly, for in gear engine protection, first 3.5 sec. limit is 6600, 6400 after 3.5 sec.
