I think they have to keep the LSD stickers on until several complete or near complete fills of ULSD have reduced the level of sulfur in the supply tank to ULSD levels, therefore some stations still have too much old stuff mixed with the new to be certified as meeting the ULSD standard...I bet within a month all the stations will be ULSD.
