How are the return springs on the linkage? I've seen weak springs do that as well, since they could not hold back the force of the intake air. This was on a gasser with a carb. The air flow would open the butterfly, which is connected to the accellerator pump, which is connected to the throttle linkage. Also had a Ford LTD whose throttle control electonics were flaky, and resulted in self accelration. Not a good thing while in a school zone  !
