Your mechanic is correct.

The turbo itself cannot be adjusted, BUT the wastegate which regulates boost pressure, is what is adjusted. Adjusting this increases or decreases boost pressure. It's not harmful as long as you keep boost within factory spec. (13.5 psi being the upper limit of factory spec.)
