May be a plugged catalytic convert or pre-cats. Try loosening up the front exhaust pipe (JUST to test it, don't leave it this way, it will be very loud and you can get CO into the cabin, so leave your windows down when doing this test) and road test to see if performance returns. 2.3's are known for plugging the pre-cats especially, and this CAN lead to serious engine damage if left indefinitely.
In regards to the fuel system situation has anyone checked the fuel ratio either by on-off ratio or with an exhaust gas analyzer to see if you are running too lean?
