The red thing on the back of the IP is the idle speed control mechanism that the EDS or electronic diesel system uses. With it plugged in and the little round control that mounts near the fuse box set on 4, it will idle at 630rpm. Disconnect the electrical plug to it and it will idle at 550rpm.
The vacuum device on the driver's side fender is the transmission vacuum control device. The electrical solenoid attached to the fender with the vacuum hoses attached to it that goes to the Transmission vacuum control device softens the shifting of the transmission when the engine is cold.
The device with the vacuum hose coming out of it on the IP is the VCV or vacuum control valve which helps control the shifting of the automatic transmission.
But if you are using a manual transmission, I have no idea if you need these things.
