Sounds like the overboost protection relay, or some other component of the EDS. Mine does this sometimes, although once it settles back down to normal speed, it stays there. Just occasionally I'll pull to a stop and it will "hang" at 1K and slowly make its way back down to normal ... and sometimes I will pull to a stop and it will drop down to dead low idle. From what I understand the EDS system gets older and can get "confused" in colder weather. Cleaning the contacts on my OVP seemed to help. There's a way to test and see if it's the EDS causing this, involving unplugging the connection on the back of the IP, but I can't recall the name of said component. Don't have my book in front of me. One of these other guys may be able to help ... they helped me.

Incidentally, in my case, the "solution" is to just let it act funky. But in my case, it only happens very rarely, and doesn't "hunt" for long ... i.e., just hangs a bit and steadily finds idle.
