Matt, remove the right side turn signal lamps and inspect the base. If it looks like someone filed the base at an angle replace the lamps with new 21w lamps and see if that corrects the problem. New lamps should be Osram Sylvania to ensure there are no problems with incorrect wattage lamps. Remove/replace the left lamps, as required.
