Here in WV, you pay 5% of the sale price, which you fill in yourself if the seller was kind enough to leave it blank on the title, (not that anyone would fill in a lower dollar amount or anything like that), but then we have to pay the county some piss poor tax on the assessed value, and cant get the license renewed without proof that its paid.
I bought a new cavalier in 2004, with a sticker of 10,400 and those nazis tried to tax me at an assessed value of $14,500. That one was so rediculous that I actually one that fight with the county.
