I thought there were three nylon or plastic parts the clips grabbed on to close to the bottom of the fender. It has been a long time so not really sure. If you can locate a wreck in a junkyard it might answer all your questions with just a look. For obscure small parts like you mention it sometimes pays to frequent junk yards. Sometimes they will just give them to you . If parts were not packaged originally with the chrome trim but came loose with the chrome trim they might even be the wrong clips.. Since you have the clips loose it may be obvious how they attach or perhaps are the wrong ones. Checkout the junkyard or wait for a more informed response. Or ask a local bodyshop. I know a lot more guys here are far more familiar than I am with this. This is a really old originating post so it must have been quite frustrating for you. I cannot answer why no one responded. Even if not totally sure like myself they might have been able to help. Hopefully this will stimulate someone out there to tell me I am wrong. My wife does not have exclusive rights to that franchise.
With todays adhesives it is sometimes possible to get a really good installation going on a part like this with a little self engineering. But since you have gone so far already I believe a proper installation of the new chrome is more appropiate.
There is always the old adage I really believe in as well. There is never time to do things the proper way. Although time is always found to go back and do it right the second time.

You obviously have been making the effort to do it right. Seasons greetings.
