My guess is that the points on the multi-function relay are stuck on closed. If so solution is to replace relay or repair it with a touch of fresh solder. To repair remove relay, take off protective box cover, examine back of circuit board for circular cracks around pins that protrude through the green circuit board and resolder any spots that are cracked. Alteratively visit Fast Lane and say hi to Phill.
