No, I think he is referring to the 1999 model. His wife told him the wrong one.
Still, even if it was a 1979, I do not see any problem with rusted brake rotors. As mentioned, driving it a few miles should wear it off. IF the brakes are sticking however, it may be something like the calipers or something.
