That is a philosophical question that Calvinists and Arminians have been debating for centuries.
I contend that foreknowledge does not, in itself, assume that God is the only cause. God can foreknow an event, and allow it to come to pass, without personally causing the event. To say otherwise would force God to be a sinner. God has chosen to allow sin, but He Himself cannot sin.
