Either
1) They're looking to get rid of it fast
2) It hasn't been driven and/or has other issues.

I'd still do it - for under $2k, if it had nice paint and 0 rust, and ran, I don't think I'd care about minor stuff like brakes. Probably needs a chain and rails ASAP, though.
